Prof. Rui Cunha Marques, Director of RPG, delivered a keynote Speech at the 3rd National Meeting of Subnational Regulatory Entities, organized by Brazil’s National Water and Basic Sanitation Agency (ANA) in Brasília.
Under the title “The Regulation Brazil Needs”, the keynote addressed the governance, capacity, and impact of subnational regulatory entities in advancing universal access to water supply and sanitation services in Brazil.
The speech highlighted the importance of strengthening effective regulation alongside the expansion of water and sanitation infrastructure. A central message was that universalizing infrastructure also requires universalizing effective regulation, ensuring that regulatory frameworks are translated into sound decisions and, ultimately, into improved services for people across all territories.
Prof. Rui Cunha Marques also emphasized that the next generation of Brazilian regulation will not be defined by the number of reference standards adopted, but by its ability to transform rules into sound decisions and those decisions into better services for all people, in every territory.
