Technical grants for the Union’s Court of Auditors performance in the analysis of National Health Foundation (FUNASA) accounts and inspections in the water, sanitation sectors and wastewater

Narrative description of the project:

This project included in particular the development of:

  • Performance indicators to the water, wastewater and solid waste services in the municipalities with less of 50 000 habitants, the situations deserving analyse (potential benchmarking) and evaluation of effectiveness and efficiency of the provision of services. Presentation of the performance indicators (adopted by 3 foreign countries governmental agencies) to Funasa and to the inspection team of TCU and explanation about how these indicators are related to the agency performance. Identification of cases of success and failure in water, sanitation and solid waste services in municipalities with less than 50 thousand inhabitants;
  • Attribution to the inspection team of TCU of technical subsidies for efficiency evaluation and effectivity of water, sanitation and solid waste systems management practises (benchmarks). Good practises identification of strategic planning of sanitation governmental agencies. Criticize Funasa’s strategic planning, using good practices identified as a reference. Presentation to Funasa and to the inspection team of TCU of an international experience of governance model, internal controls and risks management of a governmental agency (benchmarks);
  • Strategic planification, governance, internal controls and risk management of the services under FUNASA supervision.
