RPG participated in the ADERASA Water Chair – International Forum on Tariff Regulation Experiences and Best Practices, held in Lima, Peru, and hosted by the National Superintendence of Sanitation Services (SUNASS) in collaboration with LIS-Water and the Faculty of Economic Sciences of the National University of San Marcos.

During the forum, Prof. Rui Cunha Marquês, Director of RPG, delivered the keynote presentation entitled “Regulatory Incentive Mechanisms for Improving the Efficiency of Water and Sanitation Utilities: Lessons Learned and International Best Practices.”

The presentation explored how incentive-based regulatory mechanisms can enhance the performance of water and sanitation utilities by improving service quality, operational efficiency, investment performance, customer outcomes, and the long-term sustainability of service provision. Drawing on international regulatory experience, it also examined approaches adopted under different regulatory frameworks and discussed key considerations in the design and implementation of effective incentive mechanisms.

The forum, held in Lima, Peru, brought together representatives of regulatory authorities, water and sanitation utilities, international organizations, academic institutions, and sector specialists from across Latin America to exchange experiences and discuss current developments in tariff regulation and regulatory practices in the water sector.

RPG thanks ADERASA, SUNASS, LIS-Water, and the Faculty of Economic Sciences of the National University of San Marcos for the invitation and for organizing this important forum. The event provided a valuable opportunity to exchange international experience and contribute to discussions on regulatory innovation in the water sector. The presentation highlighted that effective regulation goes beyond setting rules; it requires well-designed incentive mechanisms that improve utility performance and support the delivery of better water and sanitation services for citizens.
