{"id":3693,"date":"2026-07-01T16:08:48","date_gmt":"2026-07-01T15:08:48","guid":{"rendered":"https:\/\/rpgconsult.pt\/rpg-director-contributes-to-adb-water-sector-reform-mission-in-sri-lanka\/"},"modified":"2026-07-01T16:09:36","modified_gmt":"2026-07-01T15:09:36","slug":"rpg-director-contributes-to-adb-water-sector-reform-mission-in-sri-lanka","status":"publish","type":"post","link":"https:\/\/rpgconsult.pt\/en\/rpg-director-contributes-to-adb-water-sector-reform-mission-in-sri-lanka\/","title":{"rendered":"RPG Director Contributes to ADB Water Sector Reform Mission in Sri Lanka"},"content":{"rendered":"<p><strong>Prof. Rui Cunha Marqu\u00eas, Director of RPG<\/strong>, participated in the <strong>Asian Development Bank (ADB)<\/strong> Technical Assistance Mission supporting the Water Supply and Sanitation Sector Reform Program in Sri Lanka.<\/p>\n<p>The mission brought together the ADB, the Ministry of Urban Development, Construction and Housing (MUDCH), the National Water Supply and Drainage Board (NWSDB), the National Planning Department (NPD), Local Government Authorities (LGAs), the Department of National Community Water Supply (DNCWS), Plantation Human Development Trust (PHDT), licensed private water providers, and other sector stakeholders to advance two key policy reforms: the development of a Project Appraisal and Selection Framework for Climate-Resilient Sanitation Investments and a Gender Equality and Social Inclusion (GESI)-sensitive National Water Tariff Policy.<\/p>\n<p>Throughout the mission, Prof. Marqu\u00eas led technical workshops, capacity-building sessions, and stakeholder consultations covering project appraisal methodologies, tariff-setting principles, cost recovery, affordability, financial sustainability, equity, and international regulatory practices. The programme also included practical training on the application of the appraisal framework through real project case studies, supporting stakeholders in the assessment, prioritisation, and selection of climate-resilient sanitation investments.<\/p>\n<p>The proposed appraisal framework provides a structured, transparent, and repeatable approach for comparing sanitation investment options. It integrates climate resilience, environmental safeguards, GESI, public health, governance, and financial sustainability considerations, while strengthening coordination among national and local institutions involved in planning and prioritising sanitation investments.<\/p>\n<p>The mission also supported the development of Sri Lanka&#8217;s National Water Tariff Policy through consultations with different categories of water service providers.
